The Bulgarian Government has the Ambition to Renovate 42,000 Residential Buildings
Monday, Apr 30, 2018
The government has an ambition to renovate nearly 42,000 residential buildings in the next 25 years. By comparison, around 1000 buildings have been rehabilitated throughout the country for the past two years. This is clear from a statement by Deputy Minister of Regional Development and Public Works Malina Kroumova in the presentation of the new housing strategy until 2030 in Gabrovo, distributed by the press center of the Ministry of Regional Development and Public Works.

The National Renovation Program in Bulgaria will continue, but with co-financing from the owners in the renovation activities, Krumova also said. According to her, "this will increase the citizens' commitment to the maintenance of the building stock". The press release does not indicate what percentage of participation is envisaged. Recently, the regional ministry has spread a poll, according to which nearly one-fifth can finance up to 25% of the cost, and every tenth may allocate between 26 and 50%. In a figure of about 30 percent, they say they can give up to 2000 leva. A long-term horizon of at least 25 years, the inclusion of renewable energy sources and an adequate monitoring mechanism are among the priorities for the continuation of the national rehabilitation program, Krumova said.

Achieving a sustainable housing sector is the strategic goal of a new housing strategy by the Ministry of Regional Development and Public Works until 2030, to be publicly debated in May, the report said. The document has not yet been published, although the promise was to be by the end of last year. The strategy provides for the technical passporting of all buildings in the country. This will make it clear the housing stock and what future measures need to be taken. Prioritization of investment in public funds, tax changes, creation of a fund with sustainable and predictable sources of assistance to citizens and municipalities, as well as the construction of an information system for housing data in Bulgaria are among the priorities set in the strategy. "Mechanisms are also envisaged to support vulnerable social groups and provide more affordable housing," says Malina Krumova.
